User Agreement

To register for an account for the Connecticut Probate Courts automated invoice processing system, you must accept the terms of the user agreement as explained below.  Failure to accept these terms will take you back to the login screen.

The Connecticut Probate Courts automated invoice processing system user (User) accepts and agrees:

  • To be bound by and follow the Connecticut General Statutes, Connecticut Probate Court Rules of Procedure, Connecticut Probate Court Regulations and Terms and Conditions of Website Use.
  • To provide accurate and complete information to the Office of the Probate Court Administrator (PCA).
  • That the use of the automated invoice processing system login process with a username and password accompanied by a digitized, electronic, or non-electronic signature constitutes the User’s signature.
  • To use the online invoice function or file invoices in a .pdf format.
  • That all invoices and motions to exceed filed by and information provided to the automated invoice processing system are subject to public examination unless exempted under the Connecticut General Statutes or other provision of law. 
  • The unavailability of the automated invoice processing system shall neither constitute a basis for an extension of time in which to file an invoice nor in any way affect any applicable regulation or rule. 
  • That User assumes all risk and waives any claim for damages against the Connecticut Probate Courts, PCA and the State of Connecticut resulting from use of the automated invoice processing system. 
  • To promptly notify PCA of any change to User’s profile information including any change in name, address, phone number and email address.
  • Not to use or attempt to use a username that is obscene, offensive, potentially libelous, or deceptive.  A deceptive username includes a username that could be construed to give a false or misleading impression of the individual owner’s identity or association with any other legal entity. 
  • That only a natural person will be issued a username and password.
  • To notify PCA immediately of any breach of username security, including any use of the username and password by an individual not expressly authorized to do so by User.
  • That User shall be responsible for the security and use of the username and password.  Any electronic filing or other interaction with the automated invoice processing system by that username and password shall be deemed to be made by User or with User’s express authorization. 
  • That User shall change a password if User believes the security of an existing password has been compromised.
  • That a username and password may not be transferred to anyone.  Upon cessation of use of a username by an individual to whom it originally was assigned, User agrees to notify PCA immediately to terminate the username.
  • To suspension of User’s account by PCA if PCA determines that there is any misuse, abuse or fraudulent use of the account.  Service will also be suspended if any information provided during the account registration process is false or fraudulent.
  • To cooperate with PCA and law enforcement during investigations into misuse, abuse or fraud.

Additionally, please note the following:

    • Automated Invoice Processing System Mandatory.  Commencing October 2, 2017, all invoices and motions to exceed must be submitted through the automated invoice processing system. 
    • Withdrawal from Automated Invoice Processing System.  You may withdraw from participation in the automated invoice processing system at https://go.tybera.net/ct or by contacting PCA. If your request to withdraw is approved, your username and password will be canceled.  However, your withdrawal from participation in the automated invoice processing system does not mean you are withdrawn from a probate matter.
    • Protected and Confidential Information.  You are responsible for ensuring that protected and confidential information is properly redacted from documents that you file in the automated invoice processing system.  All invoices and motions to exceed filed in the automated invoice processing system are subject to public inspection, unless exempted by the Connecticut General Statutes or another provision of law. 
    • Amendments.  PCA may amend this User Agreement at any time in its sole, absolute discretion.  The latest User Agreement will be posted on the Website along with the Terms and Conditions.
